The Comprehensive Environmental Response,<br \/>\nCompensation and Liability Act, requires PHMSA to list and regulate all<br \/>\nhazardous substances designated by statute or by the U.S. Environmental<br \/>\nProtection Agency (EPA). EPA recently removed saccharin and its salts<br \/>\nfrom their list of hazardous substances through notice and comment<br \/>\nrulemaking. This final rule simply harmonizes the lists to better<br \/>\nenable shippers and carriers to identify the affected hazardous<br \/>\nsubstances, comply with all applicable regulatory requirements, and<br \/>\nmake required notifications if the release of a hazardous substance<br \/>\noccurs.
