Any Reconditioner / Re-manufacturer who produces rebuilt or remanufactured tight head steel drums should know that all tight heads that are produced through RE-BUILDING have to be leak proof tested. Therefore, after the heads of the container have been seamed on, the drum in progress is required to undergo one of the approved methods of leak proof testing. These can be found in CFR 178.604 and approved variations in appendix B. This has come to light after the DOT found container producers that were seaming, painting and then loading drums without performing the required leak-proofness test on both re-seamed ends. DOT has said that this is unacceptable and will fine producers that do not perform adequate production testing. Therefore, steel drum manufacturers and reconditioners should verify the integrity of their in-line-testing and prepare to remain in compliance.
