The Research and Special Projects Administration (RSPA) of the DOT is expected to comply with a proposal to include "non-conforming" packagings within the definition of a Salvage Drum. This change was sought by the Dangerous Goods Advisory Council to be consistent with provisions in the 12th Revised Edition of the UN Model Regulations. The term "non-conforming" would apply, for example, to an undamaged primary container that is found to be tested to a performance level which is less than that required for the specific substance it contains. The current Salvage Drum definition only allows for "packages of hazardous materials that are damaged, defective, or found leaking or hazardous materials that have spilled or leaked."
